How can they allow a resident to bring in a new animal into tight living quarters without knowing if it barks all night disrupting everyone, whether it is aggressive, whether it listens to the owner? 

You're barking up the wrong tree unfortunately.

It's almost guaranteed they will pee, poop, and puke everywhere and there's a very high risk of chewing, scratching, barking, digging, or other bad behavior. if you're going to do it, the cost needs to be significantly higher, like $500 or more.

What about putting bark mulch and a few shade-loving plants like hosta, ferns, astilbe, etc?

If your dog starts barking expect it to become an issue with the dog warden and fines to start.
