This tax is assessed on business income inside of tax-exempt entities or organizations (IRA falls into this category).

The national organizations can have a lot of money backing them from Alumni and it would be a very long term lease. 

There are plenty of community organizations (eg churches, charities) that they could reach out to for help and they should have done that sooner. 

It more likely may be found with a local investor/teacher doing “hands on” mentoring himself and not through an organization run like a production line.
