It creates an inconvenience for the tenant when they go to their car after a flash flood and the french drain doesn't work well and they are up to their ankles in water trying to get to work, etc.

Certainly with an older building that has been mom and pop managed for 30 years, there are plenty of opportunities for improvements that don't necessarily equate to added value (hot water heaters, French drains, new electrical service, etc).

I think the absolute necessary things are new flooring and paint inside and out, new light fixtures, some new interior doors (or just paint the old ones), new interior baseboard trim, 3 new exterior doors (change 2 sliders to French doors), siding installed on side of the house at least and maybe the back too, change out main front entrance door, new oven, rebuild the deck off master bedroom, and minor landscaping.
