In my opinion, if you are doing one spec a time, it's too much risk, if you are doing tract housing then it's a whole new different story.

Being close to that would be undesirable to me but it's definitely not what I would consider to be a "bad area".You should be careful with tax liens as there is a rather large amount of federal land in the county and it's not uncommon to have tracts of land that have no legal access.
