I’d then write “No longer at this address” in pen on the front of the envelope, and take another pic of the envelope at that point.

If they cannot guarantee and lock that rate in signed and in writing you have nothing but a promise which is worthless.NEVER pay upfront fees especially for a promise.Almost 100% of the time it is a scam.

I would keep reaching out  (emailing is preferred, so it's in writing) to the county permitting department until you get a clear answer, even if it is "We don't have any occupancy septic rule".
