I would like to ask, 1) Do you believe only very seasoned RE investors could/should invest in opportunities like this, in "questionable" areas that may soon undergo revitalization?

I was born and raised in Brooklyn, NY, and to me Newark seems to be undergoing a similar change as Brooklyn, I would strongly recommend (based on the little knowledge that I have) that if you have the means, to try to invest there.  

I started selling houses and now have 10 sfr under my belt and an undergoing flip.

I'm presently undergoing this transformation with real estate, which I'm interested in doing in some fashion to diversify my stock market portfolio.

A tried and true, but very seasonal beach town that is currently undergoing a big revitalization. 

His property undergoes an annual inspection by the state and so far he has remained compliant (The property is in very good condition although I do plan to do an inspection anyway)I read Brandon Turner's book so aware of the general advantages vs disadvantages but would love a more personal perspective. 

Housing market undergoes stress you might not be able to rent out the SFH as easily as a duplex.

We are currently getting IRS notices of unpaid taxes from 15 years prior to two different recipients at one of our unoccupied rentals (undergoing refurbishment).

I'm curious if any wholesalers out there do "post closing" marketing -- letting neighbors know that THAT house in their neighborhood will be undergoing change . . thus improving the community, improving property values, etc., etc.
