They have memberships(fees) $3k and $5k upfront.

After all that is the basic reason for me creating this post; to hear from professionals that could help me understand and survey my options.

NAA survey can also give you a high level starting point.Utilities can be estimated based on the current numbers but, again, you need to see T12 for that.

I don’t have a pro membership so I need to be careful with my advice but I have a few things that might be encouraging.

I do not want to cause grief on the person that lives there by stopping in and questioning but thought about sending a letter to see if they would allow the 31% or 62% to be sold and allow a survey and appraisal to be done.How would I go about purchasing the 31% owned by the bank and getting a clear title?
