To avoid the capital gains taxes, they would have to hold it until their deaths so that you receive it with a stepped up basis via inheritance. 

I have a Tenant that I inherited.

They owned the land for a long time,  I don't know what it cost them or if they inherited or what.

I had a similar type tenant who acted like none of the improvements he had done to the place were a big deal (I inherited this tenant with the property and should have kicked him out in hindsight) until it came down to eviction and a lawsuit.
