Buying in cash and then refinancing does incur some additional expenses, but the idea is that, after rehab, the property is worth significantly more than your purchase plus rehab cost basis, and because of that you can, in the ideal BRRRR, extract all of your investment back out when you refi.

Even if it's completely legal, to me it feels like something shady a landlord would do to extract money form their tenants that gives landlords a bad reputation.

I would say if it has Aluminum wiring, budget 8-10k for a complete overhaul and see if the deal still makes sense or if you can extract a seller concession (i.e. they pay/credit  half)

If you're below that...might be better to have a conversation at how to remedy that problem first before pulling equity out unless you NEED that equity extraction? 

Most of the time, house conversions, without an addition, do not really add a ton of value, which makes that value harder for you to extract.
