The property could be more or less efficient with utilities.

If he has concerns about maintenance, property taxes etc already and he doesn't even own the home then maybe this should be addressed first.

Most leases you can purchase are generic in nature and do not equip you with very helpful tools to manage your property in the most effective and efficient manner, lowering costs, reducing liabilities, creating revenue centers, etc. 

That thread doesn't really address my needs though.

One thing to consider is also looking at other homes on zillow around your address, if you see that everyone is doing homes the same way then yes, you should consider what color, tile, and updates can really make yours standout.
