Years back, I found it more economical for me to buy a house full of mid-range furniture and accessories (we have less than $15K invested) and use it flip after flip. 

Claiming it as accessory dwelling unit seems out of the question since the lot size is only 4410 sqft.

(The caveat being that you need to make sure zoning allows that type of accessory use.)

You may be thinking of ADU--Accessory Dwelling Unit.

I just did a black four-piece kitchen for just at $1,500, which included tax and all of the accessories that must be purchased with the appliance for Lowes to install it.

If you know of a fraud and benefit from it then it seems you are an accessory.  

Is anyone familiar with the legality of renting out an accessory dwelling unit or in-law suite in Baltimore County?

I'm 39 and live in Yorktown Heights, NY where I own a house with an accessory cottage which I rent out.

Then I'd look to a valuation that is similar to a home plus accessory unit, or combine an average cost per unit for something similar to townhomes.
