It's cold out tonight, while most people sleep indoors with a meal in their stomach, the homeless are outside (like animals) many cold and many hungry.If you want to make things better in your town, maybe donate cash to the Homeless shelters and Homeless feeding charities.It might give you more bang for your buck.Just my 2 cents.

At the very least, I would encourage them to smoke outside...or eat, not smoke.Ohio does have a ban on indoor smoking, so if your property has a common area or hallway, you are under the jurisdiction of the Ohio Department of Health...this means other tenants can file a complaint and you are responsible...fines to $5,000.

Piggy-backing on something @Bruce Woodruff touched on, Pet's 100% do damage to a property 100% of the time, there is NO IF, there is impacts from a indoor pet.

Some people look at this as a pain for them when they have to make repairs BUT I think it also reminds the tenant that if they want to stay in the program they can't be growing weed or running a pit bull breeding operation indoors because they will get caught as well. - The rent really does come in every month on time like clockwork. - If you do this with a larger bedroom count home (like 4-5 bedrooms) you can make some good money.
