If you find something that just needs paint and carpet and the rent that it brings in gives you a 20% return on your cash or better then you should be in good shape.

As for adding value, just get the mechanicals in good working order & get it looking clean & fresh - paint & carpet or other flooring do most of the work.

If it is fresh and you are moving in a new tenant then it is worth more than one with old paint and carpet that is ruined after 5 or 6 yrs of use.

I hope it is all tile, vinyl or laminate because that is going to be a hell of a lot of carpet to replace every few years.
