Although, there is way less wood in a block home the trusses are typically going to be wood.

I had one fire loss I worked on where the insurance contractor "Kilz'ed" the entire attic, hiding charred trusses. 

Sounds easy to fix, just go find the air leaks and seal them, but not so easy since a small 1/8” gap that runs 2’ along a truss is enough to cause this problem and some areas are not accessible.

They certainly don't climb up in a mold infested attic space to see if the trusses are any good.They certainly don't look up to see if there are open permits or town violations or unpermitted work that will bust your budget.
