You just have call around to local banks and credit unions.PenFed can allegedly do it in TX (based on one phone call I made a few weeks ago), but there are restrictions: The LOC applicant(s) can own no more than 4 properties, including primary residence.

Hopefully you won't need any legal help either if you make any wrong moves in your endeavors.If you are a drug dealer (Not saying you are), and you are on the street corner (Not saying you are) and you approach someone and ask them if they want to buy drugs (Not saying you did), and they say yes, I'm confident that the defense of "I've already found buyers ready to go" won't be sufficient to avoid the allegation of drug dealing and possible charges.You found buyers for borrowers that may be selling because they may be in or approaching foreclosure.

The seller stated and his lawyer (allegedly) confirmed, since the "deposit" was non-refundable it is earned and not transferred.
