I've personally tried many times and have seen others with futile attempts.

If the investor needs more security before investing, attempt to find a tenant who can agree to lease for higher end amount based on comps once the repairs are done, then sell 1/2 to investor now that you have Letter of Intent from tenant. 

This tax is a rent grab- an attempt for the city to increase revenue without providing any public service or accountability for the use of the funds.

If they refuse, document your attempt and their refusal and then move to the next contract.
