We have two other tenants (a bakery and sports bar) who the previous owner prohibited from having tables and chairs out for customers.  

Go to the bouncers of a bar/club you know, ask them to help you do a side job...

Very tricky.What might be easier is over 62 independent living with ramps, grab bars, etc.  

You can’t go too wrong for $115k barring something obvious the title company or an inspector should catch. 

Instead of sitting in hotels or bars while on the road I'd love to turn this into productive time that can benefit my real estate investment career.

@Dan Barli Class is as expected, erring on the side of caution is the curriculum, but not very productive for investing in rentals.

Luckily my meter was easily accessible, I turned of the main at the entry to the house, read the meter and then rechecked a while later and the meter was incrementing.If the meter is accessible, a great thing for every homeowner/investor to have is called a T-Bar.
