Some of the issues im concerned with are wood single pane windows with old termite damage ( house was tented 4 years ago no active issues) water damage on eves of roof from rotten gutters. ( should I repaint this before they come out?

Even double pane windows with argon gas will show signs of condensation and/or frost if it is cold enough outside and the humidity indoors is high.

.- All the patio doors were aluminum and some had broken panes that were letting in moisture- There were consistent tenant complaints about the utilities.

Safe as long as the load (appliance/outlet/device) doesn’t have some special code requirement (like a bathroom outlet for example that must have its own breaker)2- some breakers (not many) allow two circuits to be directly connected in which case you wouldn’t have to change anything (but the inspector prob checked for that already)3- add a double Pole breaker (if panel is compatible) or another single pole breaker if there are empty slots available in the panel.4- if there are no slots available for additional breakers, and the double tapped circuits require them to have their own breaker then you will either have to replace the panel to one that has more spaces.

County zoning officials probably wouldn't greenlight this anyway as chopping up houses puts extra strain on public services without any significant increase to tax revenue.
