I would suspect if the HOA fees are "significant," they should be able to produce some sort of financials, and if they can't, maybe that is a warning sign (poor management, likely increase in fees or assesments) to take into consideration as well.

So for those who do decide to proceed with lesser quality data sets be warned that you may be walking into a situation where the documents are not available as well.
