I don't know about you but I prefer to buy/invest in a market that has strong demand when it comes to my future profitability.

Have the tenant pay for repairs and maintenance with future rent increases by using a line of credit.

That's how this business used to operate for those who cared to scale beyond a passive endeavor. 

That could lead to future fix and flips or BRRRRs.

You could ask that they put a year or so of savings into a separate account on which you have view access or receive a monthly statement so you can see they have the ability to pay future rent.They aren't going to last without other income or savings with income at 1.25x rent.
