Nobody has a good enough crystal ball to accurately predict SOFR even out 12 months, let alone a decade.Since 5-50 units is not institution grade, I don't think you need to replicate the neurosis.  

Is there a way to accurately evaluate the repair cost of this kind of issue? 

For an accurate answer, you need your own tax professional to thoroughly review your situation. 

I'm in the Tampa Bay area(Hillsborough County) and I'm trying to accurately calculate property taxes.

The key is knowing how accurate they are versus how far off they are. 

They aren't perfect either but sometimes one of them has more accurate info.
