@Michael Georgiadis I have dealt with similar situations many times so I feel your pain.Can you get in under contract and then have the City come inspect it during your DD period?

I have no idea what happens if the rehab comes in under budget and you have extra money to the contractor or in escrow.  

Besides, when the heck did a GC or Rehabber ever come in under budget? 

Before deciding to rent, we listed the property and had it under contract in under 12hrs.

I don't think I could fully articulate the reasons for my outlook in under 100,000 words, but what I've seen in the last 20 years paints a bleak picture. 

If we intend to flip in under six months how can we best avoid taxation?

I have in under contract for 105k and comps show upwards of 140k for duplexes.

Yes, but by definition if I fix and flip a property and sell without occupying in under a years time I am a "Contractor".
