You'll need a licensed General Contractor to pull the building permits, and then either you or the GC will have to hire a licensed electrician, plumber and HVAC company to pull the individual mechanical permits and do that work.The GC and the subcontractors should be able to handle pulling the permits for you (you won't be able to do it yourself if you're not appropriately licensed).

Long story short, I bought my first multi family, a duplex, and was in the middle of rehabbing it when everything went to hell.I was having major electrical work being done, had a licensed electrician and pulled a permit.Inspector comes in, see's that there is new plumbing and notices my handyman, who is not a licensed plumber, is installing a toilet and some other minor plumbing stuff and shuts us down.Fast forward a few weeks, I meet with the state plumbing inspector and he explains the rules about who can do what with regards to plumbing.

The house was constructed in a way that the plumber and electrician were on site when the blocks where being laid and all the pipes and wires ran through the center of the blocks.

That makes no sense to me...If he doesn't have subcontractors, then he must have a very large payroll (concrete guys, framers, electricians, plumbers, HVAC, engineers, sheetrock guys, carpenters, etc).
