What that can be, I have no idea.In terms of how contractors determine price, it somewhat depends on how sophisticated the contractor is.

All of this will also depend on site access and how steep the hill is, since you need have heavy machinery and equipment navigate the site, and site grading will also be a part of the overall cost to get the foundations in place. 

Also most tenants are not sophisticated enough to know about the rent control laws so you can normally raise the rent a reasonable amount, like you are doing, without registering with the city and without objections from the tenant.

@Brad Wood As I believe I mentioned in your other thread with the same topic (which apparently you didn't like the responses so you posted here) if your tenant isn't sophisticated (meaning they don't challenge you on the rent increase) then you don't need to do anything.

However, purchasing a home is obviously attractive for people who want to save money and build equity and may not have the financial sophistication to feel comfortable doing otherwise.

These scams are all over the place and sophisticated. 

I’m an LP in some syndication deals and can tell you which metros these larger sophisticated operators are still making it happen on value add 200+ unit properties in 2019: Phoenix, Dallas, Houston, Atlanta

They are far more sophisticated.
