Look into El Sereno, City Terrace, Lincoln Heights (near Cal State LA) .... and Inglewood (because of new stadium).  

In a not-so-nice  area, you want a yard that you can build a four-foot chain-link fence around the property, or a big hill that you can put in garden walls and terraces to use as a natural block to people cutting across your property.4.

The lady that bought it really loved 2 things-the kitchen I re did and put in with a snack bar and the terraced front yard with flowers, lots of bulbs,  burning bushes, fruitless pear tree, etc. 

Even living on chicken and rice.

Flipping is not an easy game, especially now as numbers are tightening from increased investor interest, Eau Claire/Chippewa Falls Market is good, also look at Rice Lake, That town has a lot going for it in my opinion, Step 1 Secure financing, and establish a target purchase and exit range, Step 2 Learn your market, and know every distressed property in it, Step 3 make your acquisition, and if you did your home work correctly a few months later you will be marketing the rehabbed property for sale.  

I think that is Oakbrook Terrace there.
