That lease clause doesn't say that you're responsible for all plumbing related repairs, it says you're responsible if the pipes freeze or due to neglect...arguably if they freeze it is due to neglect because you need to keep the space warm so they don't freeze.

The charity being unable to obtain a loan years ago should have changed now that they 1) have several years of operating 'income' to show 2) the asset's value should arguable have increased to where the LTV could be much lower and 3) they have a record of on time payments.
