The applicable law is actually Civil Code Section 1950.5(g)(4) if you want to look it up, but here's what it essentially says relevant to your question:- The landlord need not send the receipts if "deductions for repairs and cleaning together do not exceed one hundred twenty-five dollars ($125)"  (notice the word "together")OR- The tenant has waived their right to receive them.Here's some more information on Security Deposits from the California Department of Consumer Affairs that might be helpful: http://www.dca.ca.gov/publications/landlordbook/sec-deposit.shtml.
