Some kind of community action council who could help the broke sister?  

Go over the head of the title company and find the council for the underwriter.

My agent has recommended XX general contractors LLC stating that he's done a lot of high end rehabs for his clients and I googled the company and found city council minutes for licence renewal meetings both in 2012 and 2014 to find the real estate agent is listed as the agent for the  XX general contractors LLC.  

Particularly as back-yard dwellings, these will likely inspire some heated discussions at city council meetings!

I am less versed in conventional lending so I seek the council of others on the site (or just search the forum).
