Being OOS, finding a good investor friendly agent, who you can trust, is the most important.

I am looking to network and build a strong business relationship with a local real estate agent.

Whether its for investors, agents, or just a general meet up for like minded individuals .

I would say get connected with a local agent and also set up with a lender that has you pre approved to make it super easy making offers.

Sounds like you need an agent and/or contractor based on your strategy. 

If you are looking to be an investor then I would suggest you don't be an agent that is a poor mans game and it will make it way more difficult to find deals. 

If the agent you work with is not familiar make sure the lender is, so you have someone who can confidently navigate this path for you.
