The previous PM/Owner did not apply for occupancy permits for more than 20 tenants with current leases.How can I remedy this?

When you go to court the judge will see the seller wasn't disclosing a material fact and will show "willful intent" to cover it up.That will cook the sellers bacon.The contract lays out remedies for breach by either party.

They narrowly missed that by sweet talking the remediation contractor and he finally decided he could "be careful" when digging near the neighbors property.

It's pretty hard to explain some things in 50 words that requires 5,000 words for the sake of breaking it down to a remedial level.
