It's just a random property in the scheme of things. 

From the windows, I saw there was a big mess inside the house: very dirty carpet; old and dirty furniture randomly stacked on each other; all kitchen cabinet drawers were pulled out; no clothes, dishes or food, no any sign that someone lives there.

If it were me, I'd ignore the random solicitations. 

Phone calls, maintenance calls, emergency maintenance calls, or even just the random question from the owner or tenant.

On a two story house this means junction boxes in random spots on wall or more extensive sheet rock work.

Our problems is this, even though we muster up the courage to get everything fixed, I have a feeling this tenant will keep on giving us headache one way or another, by either breaking something and asking for us to fix it or asking the city to do unscheduled inspections (which they have done in the past) to point out random problems giving us a contest source of stress.
