I do not have knowledge of Los Angeles local rent control ordinance but statewide the “no fault eviction” (terrible name) has only a few valid reasons.  

IF you try to obtain it without a skilled Expediter who has experience getting one, you are certainly not putting your best into attaining it.That being said, I have known some expediters who are supposed to be really good make mistakes or don't have the proper knowledge either.

I typically build in an inspection contingency into my offers (yes this reduces my competitiveness of my offers, but its also a safety net to protect my bottom line).

I know this because I was once a victim of exactly this, so my knowledge is via experience.
