As the past Chairman of the Illinois Manufactured Housing Association and a former member of the Board of Directors of three other state trade associations, I can tell you that knowledgeable small trade associations would never take material such as you suggest and recommend or adapt it, because they also could be held liable and could be sued by the member if the material was erroneous or insufficient to properly meet the compliance burden.
