I also look for intangible things such as well behaved children, how polite the applicant is, if there car is a disgusting mess, etc.

So, what I heard from them was:1) i'd rather surf the Internet than protect my children from a dangerous, known hazard that you are trying to eliminate.2) I'd rather pay $200 more a month and get "free" internet that costs $50/mo.

I don't think so, there has always be regulation and deregulations; look at the way the old coal mine owners would exploit the workers they had in the mines, the old oil barons, the tycoons who built the railroads, these people had children working for them, are those actions right or wrong?
