Hey Cameron, for experienced investors I can lend up to 100% of the purchase and rehab costs on 1-4 unit properties.

I don't see a national rent control law ever coming into law - aside from the fact that there's just no need for it, there's way too many things working against it - Congress, constitutional law, lobbyists, etc.

A little more info, I am doing a full cosmetic rehab on one of the units and a lighter one on the other but I am assuming if I am going to split the utilities I should do that prior to any rehab. 

Assuming you currently rent right now, and you are buying the single SFR as a primary, the 3-unit should just be designated as investment and you should be able to use the rents to offset the payment (up to basically 'zero-ing' it out, on paper). 

Does anyone have a recommendation of a national collection agency that is effective?

If you do need the extra bed, then refurbishing the existing unit might be the best compromise.If you want to go a different route to have the review removed.
