If ti has a basement , a good electrician could re wire by fishing wires thru the wall from the basement with little or no damage , even while the tenant is there. definatly go with seperate panels AND meters .

An electrician was there for the electric turn-on, I wasn't too worried about the water because I could turn that off myself, you can usually hear a water leak if the surroundings are quiet enough.

Also I believe they have an adequate amount of knowledge of plumbing and electrical, but obviously not as much as a standalone licensed electrician/plumber.

You may want to file on Mon and have an electrician come "inspect" the circuit and write on the receipt that it is overloaded due to her having too many items.I know this isn't what you want to hear but unfortunately it is going to cost money, and if you don't get her out it WILL cost more money it just might be delayed until next month....
