At the very least, you will need to develop a detailed plan and then present that at public hearings for the planning and zoning commission (or whatever its called) and city council.

If you filed it the neighbors will receive notice so they can come and support or oppose the variance since it indirectly effects their property, and then the council/board/commission will vote on whether or not to approve it based on both the effect to the neighbors, and the overall effect to the city.In my area there are older neighborhoods like my parent's house that have SFR that all are on R-2 lots.
