I havent had a chance to go in depth in the market value yet, but it seems me by my quick look at the market that its currently underperforming, that the prices will fall more until chinas econony settles and the oil prices will increase.

By constantly purchasing units that are at the lower end of market prices (ignore the condos with huge planned special assessments), you can almost manipulate the markets.

I can't get into the nuances of a cost plus versus fixed prices agreements in depth here, but maybe research this some.  

My realtor has had no luck disputing appraisals of this nature in the past, based on the depth of information the appraiser typically uses to determine a value.
