Gov. mandates, laws, regulations, these are tools to control WHAT the product/service is, think safety focused. mandating no lead in toys, or fall-arrest gear for roofers, things like that, THAT is where it works. 

There are a lot of tenants that purchase ESA authorizations.  

We have had may leads but people keep losing interest.

@Noah SchulzThe previous owners' failure to disclose a back-paying arrangement complicates the situation, potentially leading to tenant disputes or security deposit concerns.

We have in our management agreement what amount of work we're authorized to have done without an approval from an owner (ours is $350)  If you don't have that, I would request that. 

I recently hired a property manager to handle almost everything, like the rental license, lead inspection, and repairs.

Signs should come complete with either an email or phone number that should be used to generate leads.
