If you have a full time job strive to make more $ to invest in REI and get a deal by Q1 2020 maybe a BRRR wherein you only need to put minor touch up on the house.

I am leaning towards painting it thinking that it might last longer between touch ups. 

You have to touch up paint replace flooring, pay the utilities yourself, etc.

The remaining 50% doesn't come until after they complete any touch ups/missed items and such and I sign off on the repairs. 

Want low turnover (obviously) and fast turnover when it occurs with touch ups to the apartments for the normal wear and tear.2.)

If you did pay to have the work done, then have the vendor give you a separate invoice for "tenant damage" repairs, and for the painting and normal "wear and tear" touchup.
