What I am wondering is that it *sounds* to me like an owner who is wanting to exchange up can either put their physical property or the funds from the relinquished property into a 'temporary partnership'.

Here you can always change the date from today and go back 30-60 or 90 days.But you'll still have to physically go down to the court house (civil) to research and scrub the files for real estate.

Go figure.Generally, All properties are reassessed every 5 years with the value staying the same unless there is a physical change (construction/demolition/lot split) or an ownership change.
