What makes you think you can just leave the garden unit as is if they already said this?

You could live in one unit and rent out the others to offset your mortgage, staying within your $4,500/month affordability limit.

There is constantly weed smell coming from this unit.

If you are still willing to stay in the same unit as your brother you can get a 2-4 unit building, rent out the other units and still rent a bedroom within your unit to your brother for extra income.

I am looking at a 5 unit building that I want to do a condo conversion on. 4 units would be vacant 1 has a rent controlled tenant in there who does not want to move.
