Are there individual central HVAC systems for each unit, or just wall A/C, and what is the condition?  

I am a Landlord who owns 7 properties in North Central Ohio.

There were major/minor repairs that has taken place in the 3yrs (A/C unit was converted to central heat & air had to be rebuilt twice) among other things.

Does anyone know of any REI meetings near Modesto, Oakdale, escalon, manteca area of central California?

If you are already in Columbus I don't see any reason why you would need to go outside of central Ohio to pick up good rentals!
