During closing, the previous property manager mentioned that he would transfer the security deposit to me within a week but he never mentioned anything about the rent for August and I didn't think to ask about it either.I closed and took possession on August 3rd and my question is this; assuming the tenants paid their rent on the first, shouldn't that go to me or does it go back to the previous owner?

It's also predatory dealing, as a residential tenant was never granted the ownership rights and responsibilities of ownership requiring upkeep, the landlord is charging for rights of possession in rents, then on top of rents, requiring a tenant to pay their costs they are responsible for.

There is still a senior lien that is not being paid and will eventually foreclose but given that you now have title you can take possession, turn on utilities, and rent the property out.
