Sometimes it helps to dig the outside dirt next to the wall down a few feet and put in plastic so rain runoff doesn't seep in. 

I do use Peroxide on paper towels with plastic over it to bleach out some of the staining.

Go to the big box and buy a roll of the heaviest plastic they sell, it should be 6 mil or thicker. 

They were resistant to every preventative measure, wouldn't even get bedbug mattress covers or clear plastic bags, mostly  just acted annoyed that I wanted to address it and take steps.

With the sun out, and it rising close to 40 degrees it's melting but not able to flow through the gutters.I have some sort of plastic / vinyl material for my soffit and it appears that water is leaking and traveling across the soffit until it hits the outside wall of the home.

Also if the well casing is plastic that is also better.

With all of the building concern regarding plastics and beginning of banning plastic products, there has to be something to fill the gap. 

To give additional context, from initial pictures provided, the mold/mildew shown on drywall before opening the wall was approx 2sq ft.There was slight miscommunication and on Thursday when the contractor started the job, and they did not fully contain the area prior to starting the job (kept door closed to laundry room when cutting away drywall but did not fully wrap in plastic).

Maybe its the price point I was looking at.Is it just me or are fix and flip market just overflooded with ikea cabinets and the plastic like counter top?
