Seems like it would be easy enough for a residential underwriter to condition for the home to be vacant prior to closing.

The best way to look at the 45 day period is to try getting one of those properties under contract prior to the end of the 45 day period if you can.

  - 15 Days prior - Setup a time day to do final walkthrough and transfer keys. - Day of, change locks. 

Not sure how you can be 94% below projections without some gross lack of due diligence prior to purchasing these assets.
