For RI you could read the RI Landlord Tenant Handbook, and again I'm not familiar with CT myself but it is worth researching.And depending on your needs/sophistication it may also be worth researching some more esoteric things such as the remedies available to creditors, lead paint and other hazard laws, licensing requirements for agents and property managers, registration requirements for out-of-state owners, etc.It's also worth researching not just the property tax burden today, but the fiscal health of any municipalities you're thinking of buying property in - because that can be an indication of future tax hikes coming down the road.

@Blake HansenThere are licensed agents here in the Bay Area that will write "lowball" offers, If you want to private message me I will give you the name of who I used to buy a duplex in Oakland earlier this year.Also....If you look for agents here on BP that work in the Bay Area they should most certainly understand what you want to do.Furthermore when you talk with an agent, let them know what your methodology is for the lowball offer......In other words if you say...."

If this was to go on for more than a year I would look at what I was doing wrong, rents to low, maintenance costs to high, Utilities to high for age of mechanical, or property taxes to high, or insurance to high.
