All RE is local, you need to understand local customs.As to waiting, no you can't wait 5 days, there is a waiting period where commissions are still due, you can't prove you didn't see a listing as it's in the public domain.

You can pay Wordpress to host your website and buy your domain from them to, but I prefer to host my own wordpress site on a godaddy server.Once you have the website setup then you just upload themes and plugins to customize the site.

I wouldn't be surprised if FEMA ends up helping the homeowners sue the city because FEMA won't want to pay for a man-made disaster.Much of the flooding outside the flood zone was an issue of eminent domain, rather than natural disaster.
