If you're just doing it for the knowledge, take the classes, but no need to get your license. 

Im sure going after the city would really only be effective in a civil class action law suit where there is enough people and $$$ on board.Over a 6-12k fix, and battling the city alone you'll spend more money and time IMO. 

Your cap rate will depend on what class of neighborhood you invest in.

Look at 3/4 unit in class B+ areas.

If your gf has 40k liquid, you need to count 15k of that for reserves on a next profit, so there is 25k to play with, not the whole boat.

If you're new to this asset class you might want to use 85%. 

Even in higher class areas, the maintenance/cap ex is often under estimated.
