I have more regrets about properties I have not purchased than any property we have purchased (and we have owned a property hit by two hurricanes fairly close to each other, finally got rebuild to shortly after get hit again and more recently two of our units caught file bad enough that current rebuild time is 8 months (it started at 6 months)).Good luck

ARV is about 200000, the price to tear down and rebuild is over a 100000 not looking like a good deal.Could the mortgage and taxes be refinanced?

I have moved from Boston to Panama City in hopes to help rebuild the community.

They even had their company carpentry guys completely rebuild the large screened in porch that had started to rot.The company eventually moved their entire operation to China & we took the place back assuming it would revert back to an everyday PITA rental.So, we decided to sell the home to a contractor acquaintance & we held the note @ 10%.

Anyone who has experience in Demo and rehab or rebuilds please get a hold of me.  1 bed 1 bath, Kitchen, bath needs to be redone, rip up the carpet and put down a floating floor.

Costs add up with high rebuild costs and go down substantially with higher deductibles.

Also realized I didn't answer one of your initial questions:  They took my wife and I on a tour of various properties, one just completed duplex and then two homes that were in the process of rehabbing..both were torn down to the studs and we got to see the electrical, plumbing, drywall and rebuild stages.
